Steps to Immigrate to Canada from Dubai

There are currently over 70 immigration and visa programs through which skilled foreign nationals, with or without Canadian work experience or education.

The first and most important step to take before you can apply to immigrate to Canada from Dubai is to discover which immigration programs you qualify for.This step is known as the eligibility evaluation and forms the very foundation of your application process.

Not everyone qualifies for all immigration and visa programs and oftentimes applicants fail to achieve permanent residency due to being ill-informed.

Top Canadian Immigration Programs

Express Entry

Express Entry (EE) is the main immigration system used by the federal government of Canada to select eligible skilled foreign workers for permanent residency from an online pool of candidates. It’s suitably called Express Entry because the system processes applications for permanent residency in a record time of 6 months.

Before you compare programs, here are 2 terms you need to know:

Canadian Language Benchmark (CLB)

The CLB is the Canadian standard used to describe, measure and recognize English language ability of adult immigrants and prospective immigrants who plan to live and work in Canada, or apply for citizenship.

The Niveaux de compétence linguistique canadiens is used to assess abilities in the French language.

There are 4 language ability tests: Writing, Reading, Listening, Speaking

National Occupation Classification (NOC) code

The NOC is a list of all the occupations in the Canadian labor market. It describes each job according to skill type and skill level. For immigration purposes, these are the main job groups:

Skill Type 0 (zero): Management jobs
Skill Level A: Professional jobs that usually call for a degree from a university
Skill Level B: Technical jobs and skilled trades that usually call for a college diploma or training                       as an apprentice
Skill Level C: Intermediate jobs that usually call for high school and/or job-specific training
Skill Level D: Labour jobs that usually give on-the-job training.


Provincial Nomination Programs (PNP)

A provincial nomination is similar to receiving an endorsement from a province in Canada who would like you to settle in their region because you’ve met certain criteria that they deem as important, for example, your occupation is in-demand in that province or you have previous work experience in the province which shows them that you’ll easily adapt to life in Canada. You can earn a provincial nomination as an Express Entry candidate which awards you an additional 600 CRS points! 

Alternatively, you can apply through Provincial Nomination Programs (PNPs) that are NOT linked to Express Entry. Most of these programs are designed for low to intermediate skilled workers who aren’t eligible for the Express Entry such as truck drivers, nurse aides, farmworkers, and butchers. However, to be eligible you must work in Canada first and obtain a full-time job offer.  

How the Provincial Nominee Program (PNP) works

This program is for workers who 
  • have the skills, education and work experience to contribute to the economy of a specific province or territory
  • want to live in that province and
  • want to become permanent residents of Canada
Each province and territoryFootnote* has its own “streams” (immigration programs that target certain groups) and requirements. For example, in a program stream, provinces and territories may target

  • students
  • business people
  • skilled workers
  • semi-skilled workers

Understand the application options

How you will apply depends on which Provincial Nominee Program stream you’re applying to. You might need to apply using the paper-based process or by the online process through Express Entry.
As part of the process, you will have to pass a medical exam and get a police check (certificate). Everyone must have these checks, no matter where they plan to live in Canada.

Paper-base processing times are longer than through Express Entry.

Express Entry process for PNP

In the online Express Entry process, there are 2 ways to apply:
  • You contact the province or territory and apply for a nomination under an Express Entry stream.
  • If the province or territory agrees to nominate you, you create an Express Entry profile (or update your profile if you already have one) and show you have been nominated.
  • OR
  • You create an Express Entry profile and show the provinces and territories you’re interested in.
  • If a province or territory sends a “notification of interest” to your account, you contact them directly.
  • You apply to their Express Entry stream.
    • If you’re nominated, the province or territory will send a nomination certificate to your account, and you accept it electronically

Temporary Worker Programs (T.B.C)

To work in Canada from Dubai you must have a job lined-up and a work permit. Alternatively, you can apply through the Temporary Foreign Worker Program (TFWP) if you’re an academic, agriculture worker, caregiver, or specialist in ICT or STEM. This program has participating Canadian companies who may wish to hire you through the TFWP. 



Your Documents Collection

Selection factors

Candidates in the Express Entry pool are scored against a points-based system known as the Comprehensive Ranking System (CRS)
If you meet all the minimum requirements, we’ll then assess your application based on:
  1. Age
  2. Level of Education & Spouse Credential
  3. Amount of Work experience
  4. Whether you have a valid job offer
  5. English and/or French language skills
  6. Adaptability (how well you’re likely to settle here) - Husband 6.5 , Wife - 50
These factors are part of a 100-point grid used to assess eligibility for the Federal Skilled Worker Program. You earn points for how well you do in each of the 6 factors.

The current pass mark is 67 points.

The highest-scoring candidates receive Invitations to Apply (ITA) for permanent residency in bi-weekly draws. If a candidate receives an ITA they can formally and officially apply to Immigration, Refugees, and Citizenship Canada to immigrate to Canada as a permanent resident.  

If you score lower than 67 points, you won’t qualify for the program. You may be able to get a higher score by doing things like:

  • improving your language skills
  • completing another degree, diploma, or certificate
  • receiving an offer of arranged employment in Canada

 Educational Credential Assessment (ECA)

World Education Services (WES) has good news for applicants who are pursuing immigration to Canada: Our new guidelines can expedite your Educational Credential Assessment (ECA).

WES is designated by Immigration, Refugees and Citizenship Canada (IRCC) to provide ECAs. An ECA is necessary for many immigration pathways into Canada, including Express Entry.
